The Swedish Trade Association for Online Gambling (BOS) today called on the government to launch a new gambling inquiry. This inquiry aims to boost channelisation—the share of play on legal gambling sites—which slipped to 85% in 2024, down from 86% last year. BOS warns that this decline threatens the legal market’s health and hopes the government will act swiftly before the 2026 elections.

Moreover, the current government proposal, led by investigator Marcus Isgren, suggests tightening the Gambling Act. However, many stakeholders, including BOS, believe these adjustments alone will not reach the target 90% channelisation. Therefore, the trade body insists on a broader inquiry that tackles the root causes of players switching to unlicensed sites.

Key Proposals from BOS to Improve Channelisation

To increase channelisation and support legal operators, BOS proposes several concrete measures:

  • Relax Bonus Restrictions: Currently, bonuses are heavily limited, with only one sign-up bonus allowed per player. BOS recommends easing these rules to help licensed sites attract and retain players.
  • Introduce ISP and DNS Blocking: Following Denmark’s lead since 2012, BOS suggests Sweden should block unlicensed gambling websites via internet service providers and DNS. This would reduce access to illegal platforms.
  • Comprehensive Regulatory Review: Beyond minor tweaks, BOS calls for a full review of the Gambling Act to address market leakage effectively.

Together, these steps could significantly strengthen the legal gambling market, improve player protection, and reduce illegal gambling.

Background: Market Progress and Current Challenges

Since Sweden re-regulated its gambling market in 2019, channelisation soared from below 50% to 85%. Despite this success, the recent drop indicates persistent problems, especially in online casino sector channelisation, estimated between 72% and 82%.

In addition, the Swedish Gambling Authority employs a combined approach using player surveys and web traffic data to track market share. Despite ongoing enforcement, including payment blocking and prohibition orders, unlicensed gambling still attracts a significant share of players. This situation underscores the need for stronger and more effective measures.
