The Joint Gambling Authority of the German States (GGL) has taken a strong stance. It clearly reminded the public that social betting in Germany is forbidden. This includes any wagers placed on politics, social events, or international conflicts.

Unlike licensed sports betting, these offers fall completely outside the legal framework. Therefore, anyone who organizes, promotes, or participates in them risks heavy penalties. Recently, the regulator noticed a sharp increase in media reports about these activities. As a result, it decided to issue a clear public warning to protect players.

Why Social Betting is Banned

German gambling law is strict for a reason. Under Section 3 Paragraph 1 and Section 4 Paragraph 5 of the 2021 State Treaty on Gambling (GlüStV 2021), only bets with measurable, verifiable outcomes qualify for licensing.

In contrast, social betting covers events full of uncertainty. For example, people place wagers on elections, court rulings, or even natural disasters. These are all events that can be influenced, manipulated, or judged differently depending on interpretation. Consequently, the risk of unfair practices is extremely high.

Moreover, the GGL pointed out that manipulation can harm both consumers and the trust in the legal gambling market. This makes banning such offers an essential step for fairness and security.
