Japan's Integrated Resort Casinos: Where Does the Project Stand in 2026?

Few developments in global gambling have attracted as much attention — or taken as long — as Japan's planned integrated resort (IR) casinos. After years of political debate, regulatory construction, and shifting operator interest, Japan's first casinos are inching closer to reality. Here's the current state of play.

Background: Japan's IR Legislation

Japan legalised casino gaming as part of broader integrated resort developments in 2018, with implementing legislation passed in 2020. The law permits a maximum of three IRs nationally, each combining a casino with hotels, convention centres, shopping, entertainment venues, and other non-gaming amenities. The casino floor is restricted to a relatively small footprint — no more than 3% of the total IR area.

The Osaka IR

Osaka is the most advanced of the IR projects. The city, in partnership with MGM Resorts International and Orix Corporation, received approval from Japan's national government for its IR development plan. The Osaka IR, planned for construction on Yumeshima island, is projected to open in the early 2030s. Infrastructure development, including a new metro line, is already underway.

The project has faced challenges including rising construction cost estimates — now reportedly in the region of 1.2 trillion yen — and some public opposition. However, both the Osaka prefectural government and its partners remain committed to the timeline.

Other Potential Sites

While Osaka has progressed, other regions have faced setbacks. Nagasaki submitted an IR application centred around a smaller casino resort, but the project has encountered financing difficulties. Tokyo and Yokohama, once considered prime candidates, have not advanced their applications.

Operator Landscape

MGM Resorts and Orix remain the key partners for the Osaka project. Las Vegas Sands, which had been interested in Tokyo or Yokohama, withdrew from consideration when those cities stepped back. The competitive dynamics of Japan's casino market will be shaped significantly by how many IRs are ultimately approved and where.

What Japan Would Mean for Global iGaming

Japan is one of the world's largest economies with no established legal casino tradition for domestic residents. The opening of IRs is expected to create enormous new gambling revenue — some estimates have placed Japan's potential casino market among the top five globally within years of opening. The knock-on effects for suppliers, game manufacturers, and live casino operators could be substantial.

Timeline

The Osaka IR remains on track for an early 2030s opening, making it effectively a medium-term story. Investors and operators in the global gaming industry are monitoring progress closely, but practical casino operations in Japan are still some years away.
