High 5 Games has agreed to pay a $1.5 million settlement to the state of Connecticut following allegations of operating an unlicensed online casino.
High 5 Games has officially withdrawn its online casino operations from Connecticut following a through investigation by the state Department of Consumer Protection (DCP) Gaming Division into allegations of unlicensed casino activity.
The probe revealed that High 5 Games operated an unlicensed online casino called Hgh5Casino, which accepted wagers from Connecticut residents despite only FanDuel and DraftKings being authorized to offer online casino betting in the state. As a result, the company faced serious penalties, including a suspension of its service provider license in March 2025 and a settlement fin totaling nearly $1.5 million.
The settlement include $643,000 in restitution paid back directly to consumers who lost money on the unlicensed platform, and approximately $800,00 allocated for consumer protection initiatives, compliance programs, education, and enforcement efforts. High5 Games has since ceased it unlicensed casino operation but continues to operate legally as a licensed game supplier, providing slot content to Connecticut’s authorized operations.
DCP officials praised the outcome, emphasizing their commitment to maintaining a safe, fair, and legal gaming environment. DCP Commissioner Bryan T. Cafferelli stated that the Gaming Divisions work ensures that consumers who were misled by the unlicensed platform are compensated and that such unauthorized operations are halted. Similarly, DCP Gaming Division Director Kris Gilman highlighted the importance of fairness in Connecticut’s licensed market and the efforts to make affected consumers whole.
This incident is not the first regulatory challenge for High 5 Games in the U.S market. The company previously faced a $25 million penalty in Washington state for illegal social operations and recently withdrew sweepstakes services from multiple states and the Canadian market.
