Mexico’s finance minister Édgar Amador recently proposed raising the Special Tax on Production and Services (IEPS) on gambling and lottery from 30% to 50% of gross gaming revenue (GGR). This tax affects both land-based casinos and online operators, including foreign platforms without a tax residence in Mexico.

Additionally, this gambling tax increase forms part of “healthy taxes” designed to discourage consumption tied to health risks, alongside tobacco and sugary beverage taxes. Consequently, gambling operators will face heavier financial duties.

Impact on Operators and the Budget

Currently, operators pay various taxes: 30% corporate income tax, the IEPS tax, plus additional local and state levies. With the proposed increase to 50% IEPS, Mexico would have one of the highest gambling tax rates in the region.

The government expects the extra tax revenue to cut down the budget deficit, projected at 4.1% of GDP in 2026. The budget approval process will take place between October and November, with publication soon after.

Industry Changes and Challenges

Mexico’s gambling market is shifting, with online revenue set to exceed land-based earnings by the end of 2025. However, the regulatory framework remains outdated, dating back to 1947, and reform progresses slowly. The tax increase may overshadow ongoing efforts to modernize regulations amid mounting economic pressures.
